Need for Speed Most Wanted is about the best in the series in my opinion. It's basically Need for Speed Hot Persuit III only with next gen graphics. There's a great many races and events to wade through, and some of the best cars out there (though not nearly as many to choose from as Juiced). The police chases are definitely one of the high points. You really get a sense of reality, with the police radio announcements saying they've lost the suspect (i.e. you) or that they're deploying roadblocks etc, and the music changes whilst you're being pursued - very nice touch. The sense of speed is first rate, and the playing area is huge. Although it's very easy to progress through to the number one spot (the "Most Wanted" of the title) without completing all of the challenges required to progress, I think you would get the most out of the game if you do try to complete all of them. The only downside to all of this is that the modding is nowhere near as comprehensive as it's predecessors. I mean call me "Mr.Picky" but I really would like to put more than one racing stripe decal and a number 10 on my car. This is just one example of the pitiful "customisation" on offer. But this does not detract from what is one of the best Need for Speed games out there.
