The Theodore Dalrymple, Life at the Bottom: The Worldview That Makes the Underclass book describes why the underclass should not be seen as a victim of circumstances and bad youth, but should take its own responsibility. Government (and progressive ones) should also act in this line.
It is described and concluded by one with a lot of operational experience, and supported with many shocking examples. Intriguing, is to read between the lines that the riots in France were predicted in this book.
