Fuel leaks when fuel switch moved to on. Stops when turned to off. Is this a common issue?

I'm constantly getting water in the engine oil turning it a milky white. It has not been immersed or exposed to anything but light rain. I'm thinking there may be a leak from the cooling circuit to the engine lube circuit. Has anyone else had this problem? Thanks.
