My researched (recommended) purchase arrived, I attached the Jane Surfer (very easily, as advertised!), then it became apparent that unless the baby in the pushchair is sitting bolt upright the toddler cannot get on it at all. On the box the picture also shows the pushchair without the hood on. There is a very good reason for this!
It is a tight squeeze, even for a slim child, the brake cable is in the way (hair gets pulled which doesn't help the mood of the little rider).
As I now own it, I do put it on, and my 3 year old sits on it when she's given up walking ( though we've had a couple of bruises when she's put her feet down whilst moving). A positive thing I just realised is that you can turn it around when not required and attach it so it rides under the basket rather than storing it in it, which saves space in the basket for a bag of groceries, unless you carry that on the surfer! All in all, don't get too excited by the hype, but it is a faster way than a piggy back!
