“Don't pay sign past”

Royal mail service is very poor I post my document 04/04/217 but is not delivered in 2 week and i post other documents normal post they deliver within 2 days this means if you pay extra sign on post your deliver 2 week but you don't pay extra post deliver 2 days.
Please I request highly manager notice this.
