Our Artex was deeply swirled and had several coats of paint over it.

You need to break the surface of the paint with coarse sanding. It may then take two to three coats ofEco Solutions X-Tex Textured Coatings Remover to get back to bare plaster. You need pallet grade stretch wrap (from Staples), a long handled 4" scraper (Hamilton or similar) from Screwfix or B&Q, for two handed scraping and a paste brush. Apply, cover with film and leave at least 4 hours, or overnight. Scrape off, and repeat. It does do the job, but not quickly. That big scraper is a must!
