When the BBC first released their fantastic iPlayer it was lacking in subtitles, this was because they were the first and had some serious technical learning to undertake. After a year subtitles were on most content.
Now TV is several years in and still no subtitles, showing that Sky are either.
1) Technically incompetent
2) Discriminate against Deaf and hard of hearing.
To claim lack of subtitles would be a lie, technically Netflix and IPlayer bother offer subtitles and Sky TV is great for access.
One can only assume Sky just don't want our business or they don't employ anybody with any coding skill
