ABTA doesn't guarantee a good service but at least they have a Code of Practice and provide a route in the event of a dispute.

See also on line ASA ruling on Carlton Leisure / A1 Flights which includes: "The ASA was concerned that A1 Flight Centre were unable to produce evidence that they had flights available for £820 on the advertised route..."
