I have been with 123-reg for many years now - purely for domain names / email accounts, so I can't comment on their ability to host sites etc...
I must say that I've found them very quick to resolve any issues I've had. I recently purchased a domain name which, after about an hour, realised I no longer required. I sent them a message using their self diagnosis tool and within a couple of hours I had a message back from their customer services informing me that my purchase had been cancelled and a full refund issued. It was excellent service.
The only issues I've ever come across was trying to get a sub-domain name I purchased for one of my sites to link to a Wordpress blog. For some reason this couldn't be done by the numerous customer service staff who tried. Despite them trying 5 or 6 times, no-one seemed to be able to work out why the sub-domain wouldn't point to my Wordpress blog and in the end I requested a full refund of the sub-domain I'd purchased. The cost of the sub-domain was fully refunded within in a matter of hours.
Unlike some companies, 123-reg seem to realise when they can't do something and, in my experience, are happy to offer a full refund if your solution can't be found - whereas other companies I've dealt with tend to keep hold of your money for as long as possible while attempting to resolve a solution - usually ending in it not being resolved (or refunded).
As I said at the start, I can't comment on 123-reg for their hosting or website service, but their domain service is second to none - very reasonably priced, very user friendly with excellent customer service.
