“"Full" refund but not the fullest”

We rented a car in Germany and Czech republic. During the rental period the car had been damaged (while parked).
Firstly we wrote to EconomyCarRentals, explaining the situation, attaching all the documents, and they told us they would fully refund the excess.
We have paid to Sixt the sum mentioned in the damage claim and then submitted a claim to Economy Car Rentals. And after that EconomyCarRentals told us they were not going to fully refund, and the payment was reduced by such costs from Sixt' calculation as administration fee, assembling/disassembling, etc.
On their website EconomyCarRentals repeats the same thing over and over again, that the excess would be fully refunded, and when the refundment is needed they try to reduce the sum by all means.
