We bought some cheap link building last year and got hit by Penguin. Tried a few providers who promised a fix, but saw no improvement. Ocere analysed the profile, did a disavow and after 3 weeks we bounced right back. Great service.

Find it hard to believe a disavow only took 3 weeks to take effect....
