Could someone please explain Boots' policy of disallowing cash top-up payments with this card.

I had £19 worth of points on the card but was told this morning I could not use the points to buy the perfume spray I wanted; as the price was £22 I was not be allowed to use my points in part payment - even though I offered to pay the £3 difference in cash. WHY??? I do not know of any other loyalty card which enforces such a ridiculous rule.
