I am an electrical engineer and have tested many houses in France.
ErDF have dug up the transformer earth after I complained, but lied to me about the original resistance.
The letter (in French) that I recieved said it was just a little over at 40 Ohms with a regulation of 30 Ohms.
ERDF electrical expert put in his report that the original measurement was 303 Ohms.
If you take earth loop impedance tests at each house back towards the transformer, you can a close approximation of the transformer earth.
As ErDF don't do any maintenance on transmission, 100% of transformer earths I've tested are dangerous.
So among other issues like the power factor leading, the ombudsman in Paris has accepted my case and a legal case should follow.

I forgot to mention, it has taken two years of constant hounding, three letters to the CEO, five visits from technician to fix a simple fault.
During the testing period by ErDF the harmonics suddenly improved, and when the test meter was removed the power quality went bad again.
It is the worst company I have ever dealt with, actively trying to cover up their incompetence.
