You must either go through the DVD's menu state it to play back NTSC TV formated picture to either play back as NTSC (if you tv can understand NTSC) through RGB connection of SCART or if the DVD allows it play back as PAL 60/R through the SCART to your TV.
Remember that Western Europe is actaully region 2 (PAL formats) and USA is region 1 (NTSC) and the rest of the world is broken up to 4 other areas but remember each has a slight different way that the TV signals are produced. -

From Chieti,
**** The Solution is HERE****
Hi I'm Italian and I had your same problem
It is NOT a driver problem or a software problem
It's all blame of your television
Your PC send a s-vhs signal and the televisions that you use may not support this kind of signal and the result is that
you see in blak and white
You Must use an adaptateur that transform this kind of signal from S-VHS to & quot;Composito & quot;(in italian)
May be in commerce but for to be sure you can built it
I have upped a manual to built it in this site:
http://space.virgilio.it/carlodin@tin.it
But it's written in italian... try to understand it..
bye let me know if it does it worked!!!
