I'm not 100% sure, but as far as I know, it's phones that have hidden antennas, like the Nokia 3210, 3310, 3330, and the Siemens M35. -

this doesn't make sense - at last count i thought that the phones without an aerial attracted radiation all around phone, rather than away from your head - therefore reducing emission rate. -

Internal antennas mean the phone has to transmit at a higher power to get through the case, always remember, anything that transmits needs some sort of antenna, whether its visible or not. Mobiles also vary their power depending on how far they are away from the "transmitter" or "cell provider" as some people call them, so if you have a poor signal you are transmitting at a higher power. Also a network function called DTX means the phone is only transmitting when you are talking, so the rest of the time its just recieving meaning no harm to anyone. Just in case you were wondering the SAR ratings of the phones dont really hold much water, when you take into considertion the 2 things above, the SAR rating is meaningless, afterall a phone might have a low SAR rating but it always transmitting at a higher power due to a poor design, but a higher SAR rating phone may be better designed and therfore may transmit with a lower power.
