toshiba sattalite pro 4300

a friend of mine has the above named laptop. it seems very good at what it does except for any moving images. they seem to blur. wheather it is dragging a window around the screen or playing a vcd. the image quality is awful. is this a driver problem? if it is where could he download the correct one?
the laptop has a 600 cpu, 64 meg of ram and 8 meg on the graphics. this should hold an image ok but it does'nt. any help would be great!
