05 corsa cdti power loss

My corsa cdti has recently been losing power, most of the time its fine but then sometimes it struggles to go, foot right down on accelerator makes no difference the engine hardly revs any more and will not build any speed, turning engine off then restarting seems to work sometimes. Can anyone help? I have replaced the air filter (that was pretty dirty) and had a look at air flow meter which seems pretty clean with no obvious signs of damage. Could it be a fuel filter problem? Has anyone got any ideas?
