Honda Civic VTI Won't Start

Can anyone help me with my problem with my VTI, coz it wont start up, everytime i turn the ignitionon, the starter wont continue rotating the engine and feels like it is stuck up. you have to turn it off and then try again until it starts.. and when the engine is already running, the idle is not normal, as if the rpm is fluctuating. and when you rev the engine, black smoke comes out of the muffler. And it smells like gasoline that has not been burned properly.. please help me regarding this problem with my honda vti... I am from the Philippines.. thanks guys....
