Also if i put in a sim card from say virgin or 3 then i get service. ????

So does this mean that the phone is not barred ???

If so what is the problem and would the before mentioned code work ???

Any problem with limited service or conditional forwarding is a PHONE FAULT. There is a known fault with D500's. That's why there is a lot of this issue. It is due to the software version on the phone. The issue is isolated to 2 networks. Orange and Vodafone. Due to the software that they use for WAP etc. Software reflashed by the service centre will resolve this.
