Having looked at the front page, which clearly states you can pick up the vehicle and drop off again in the local area I continued with the booking. Having finally received the car hire voucher I was informed there would be a delivery charge, which was more than the hire of the car itself. Thank you for your further comments.
As advised, we are a car hire broker and we work with a variety of suppliers at the many thousands of locations where we offer car hire. The majority of locations we serve are pick up and drop off locations, therefore our quote form and website are formatted to indicate this. A small proportion of locations we offer car hire at are delivery locations only. Unfortunately, it is impossible to change the format of our quote form and website for such a small number of locations.
We do however very clearly advise the delivery fee at quotation stage before you opt to book, on booking step 2 of the booking process before payment is made and on your car hire voucher which is emailed to you as soon as the booking is confirmed by the supplier. The following information forms part of the terms and conditions of your booking and is displayed on the quotation for the supplier of your chosen vehicle:
Collection Information: Important: We do not have an office in Alvor. Vehicles can be delivered for a charge of 60 EUR each way to client's accommodation (hotels only) in and around Alvor 7 days a week from 09:00 Hrs to 12:30 Hrs and from 15:30 Hrs to 18:00 Hrs. We cannot guarantee a specific delivery time, but the supplier will try to deliver the vehicle at the earliest opportunity.
On booking step 2, clients are reminded of the above information and then asked to provide their Hotel Address and Contact Telephone number.
“Collection Information: Delivery location only. Vehicles can be delivered to client's accommodation (hotels only) in and around Alvor for an additional charge of 20 EUR each way, payable locally. We cannot guarantee a specific delivery time, but our supplier will try to deliver the vehicle at the earliest opportunity.
Deliveries can only be made to hotels. Please provide the hotel address and a contact telephone number below along with any special instructions.”
This is the first set of information that is requested from customers and a large box is provided to enter this information at the very top of the page on booking step 2 which cannot be missed. You are unable to proceed to the next stage of the booking without entering this information. Furthermore, when completing the booking, customers must tick a box to indicate that they have read and agreed to the terms and conditions of the booking.
We also provide the option for customers to purchase Cancellation Protection which is offered at the bottom of Booking Step 2. This costs just 0.50p per rental day and purchasing it ensures that customers will always receive a full refund (less non-refundable credit card fee if applicable) when cancelling within 48 hours of placing a booking.
Whilst we can understand your frustration, we have applied the 50% cancellation fee in line with our terms and conditions as the booking was then cancelled within 48 hours of the collection time and cancellation protection was not added to your booking.
We hope that despite your disappointment on this occasion, we may be of assistance to you again in the future.

The Rep at the airport(Rhodes)was really great,ok the care was not new, had a few cosmetic scratches and bruises but was in good condition otherwise. Clean easy to drive car , no faults with car , and it drove very nicely quick at the airport for pickup and drop off .Pleasant english speaking staff . Only downside had to pay for full tank of petrol of which I knew i would only use a quarter of a tank and no rebate for unused fuel . If not, you may be unfairly forced to purchase a full tank of fuel (with no refund for unused fuel), when you may only require the car for a short distance. We are sorry to learn of your disappointment concerning the fuel policy. As a car hire broker the fuel policies are stipulated to us by the rental companies. We regret that we have no control over the fuel policies advised by the local car hire suppliers.
For your reference, the fuel policy is clearly advised both on the quotation, during the booking process and on your car hire voucher.
Whilst we understand that the full to empty fuel policy is unpopular with our customers we are not able to change these terms. Unfortunately the majority of the suppliers who we operate with have adopted the full-to-empty fuel policy; whereby you are required to pay for a full tank of fuel upon collection of the vehicle and return the vehicle empty.
We have updated the quotation page to inform our customers of hire companies that operate a ‘fair fuel policy’ by providing this information next to the vehicle description which I hope will be of some assistance to you on your next booking. We do work with a number of suppliers at each location. As a returning customer you will be able to view the list of suppliers available and therefore book with a preferred local company, with a more favourable fuel policy.

The car was not new but it was in good condition and perfectly adequate. Given that we were going to Malta where the driving is manic who wants to have to look after a shiny new car! The service we received at the airport was excellent and quick. The NO EXCESS insurance (for accident damage and theft) is an excellent idea, a big plus, and should be the industry norm! Used Economy car hire a few times now, hiring cars from Dickmann's car rental in Alicante airport. Always had good cars, in good condition. Service is fine - picked up at the airport efficiently and dropped off at the point of car hire. Value is good, also. I do think the price of the petrol is too high, though. Do not understand why I pay an extra 10€ for insurance to travel to spain ( this is a recent addition ) and 20€ for the motorway tolls if you accrue more than 20€ on tolls you pay the extra if you spend less you do not get a refund so when comparing for travel to Spain you must factor in 10€ for insurance plus 20€ for motorway toll ,even though it only comes to 8.60€ for travel to Spain and back to Faro airport (read more)

Hassle free car rental which had full insurance cover. There was a 1500 euro excess on the insurance if you booked direct with the car rental company ,but through economy car rentals it was the same price but with zero excess. You can only choose your car hire supplier for your second and subsequent bookings. My recent 'pot luck' experience using Economy Car Hire for the first time 'chose' Maggiore in Sardinia, which left a lot to be desired. See elsewhere on Review Centre for people's views on Maggiore and you'll see what I mean.
Maybe Economy Car Hire could find a way of giving first-time customers the option of choosing a supplier. It would guarantee repeat custom.

I was very happy with their service. I was met in arrivals as promised as soon as I got off the flight. From completing the paperwork to getting in the car took no more than about ten minutes. The man I dealt with spoke good English and was both friendly and efficient. He gave clear instructions as to what to do if I were to have any problems. “Excellent service!”

I got to the office easily to collect the car, using instructions supplied by e mail. The car was ready for me and a very thorough check was made by the company reprsentative, noting any minor scratches/dents present. The vehicle was a free upgrade from what I had ordered and paid for so I was surprised and pleased. The car was very easy to drive, extremely economical and comfortable. Excellent service from the Sixt representative. Seamless, informative and friendly service. We always book through Economy Hire and with Sixt. Returning the vehicle with a full fuel tank is by far the best way. Happy to recommend to friends and family too. Once had to chamge the vehicle as it was automatic - not a problem, quickly changed. “Hassle and Worry Free Service”

If you don't want to be ripped off by some of the big car hire companies use Economy Car Hire to sort out rental with a smaller rental company offering an excellent service. Marbenjo car hire at Malaga airport provided a great service which included only paying for the fuel used (Full tank on return). They also don't try to scare you into buying insurance you don't want or need like Gold Car do. For a small fee Economy Car Hire sell you an insurance policy that will cover the only things... I looked at various comparison sites before finally deciding on economy car hire. I was looking for a competative price, clear and unambiguous insurance cover and a good fuel policy. Thank you for your comments.
As a car hire broker, we work with a variety of different suppliers across Portugal.
I can see from your booking that you had booked a vehicle in Alvor. As this is a small location, none of the suppliers we work with have a physical office in the town itself. Therefore, the suppliers we work with serve this location via delivery and collection only from Faro Airport, for which they do impose a fee, charged locally.
This information is clearly stated throughout the booking process; it is visible on the ‘View Rental Conditions’ link underneath each vehicle on the quotation results, during the booking process and on your car hire voucher.
Our cancellation policy is clearly stated within our terms and conditions and on this occasion, as you chose to cancel the vehicle within 48 hours of the collection time, a 50% cancellation charge was applied in line with our terms and conditions.
We hope we may be of assistance to you in the future.
Aquabell's reply to Economy Car Hire's Comment

I can understand that, but on the front page of the booking form it clearly states pick up and drop off and a drop down box of choices of which Alvor is one, NOT delivered to and collected from, this is totally misleading and contravenes the trades description act and when you are booking from the UK you do not know there isn't an office there.

This is not a reasonable answer. As a prospective customer this worries me. The customer clearly did not choose to cancel within 48hrs, they had no choice as they had only just booked within 48 hrs.
Further, it's not unreasonable for the customer to expect some kind of idea as to the delivery charges when booking. If these turn out to be higher than the actual car hire (and you only discover this once you have paid) then this looks to bordering on the fraudulent.
I'm not surprised they are annoyed (are you?). I think a reputable company would step in here to save their image and offer a full refund and then put steps in place to get some sort of idea as to the likely delivery charges before booking is completed.
I would add that I'm in no way connected to this customer, I'm just perusing the site looking to book our own car hire this summer.
