Recently i pushed on this portable free PHP IDE - Codelobster PHP Edition.
I was surprises by CSS inspector like in Firebug
It seems that it not complete, but already now it allows comfortable and easy work with styles

This is short list of possibilities:

Recently I found the free РНР/HTML editor Codelobster PHP Edition and now use it in my work. It's very useful, I really like the interface with the ability of code folding and automatic highlighting of incorrect tags. CSS autocomplete is also very useful, it works even with inline styles.

I recommend everybody to try Codelobster PHP Edition. It's free PHP IDE, that has its own powerful debugger, very advanced PHP autocomplete, even SQL autocomplete, and very handy navigation with "Ctrl"-key... (read more)
