The Wire season 2 picks up where the first season left off, following a lot of the same characters, with the addition of the stevedores at Baltimore docks. The plot is mainly split between the ongoing drugs investigation of the first season and looking into smuggling and union operations at the docks.

The second season of The Wire, compared to other seasons, is probably what I would consider as the weakest. However, that is just comparing it to the other seasons, which I consider to be phenomenal. It is still by far the best tv police drama I have ever seen, indeed probably one of the best TV series' full stop.

I would still definitely recommend watching season 2 of The Wire, as it contains a lot of important plot development and characters for the later series'. There are also some fantastic moments in it - Omar's court appearance is an absolute triumph!
