I have dealt with many recruitement agencies in Toronto. Each one has its own style of dealing with prospective consultants and I'm guessing companies as well.
Initially they would call me several times a day and giving me a hard sell about Hays itself and the company they wanted me to interview for. They claimed to be the biggest employement agency in the world and to have been around for decades. They also claimed that the client wanted to meet me very badly, and that I could be making almost 6 figures in this new permanent opportunity. They repeated this several times.
They then emailed me a questionnaire that they said the client insisted I fill out. It was some multiple choice form deal with how many times I consult a manual in various situations. I emailed this back to them. When they didn't receive my email for some reason, I got several calls again claiming that everything will "fall into place" and they are eager to set up an interview if I ONLY send the questionnaire back to them. Again, the hard sell "spin" approach which I detest from merchants. I resent my email. As soon as they received this from me, I never heard from them again.
This is the kind of dross that really inclines me to warn people against this agency in a very public way.
