They refused to sell me more than 3 packets of cigarettes. The manager did not explain the rule well to his staff, who couldn't explain whether this limit was for my own health or for their own feelings of guilt.
Despite my polite enquiry, I was not told if the 60 limit was a per visit, hourly, daily, or annual rationing. I didn't bother asking whether this penalty was applied across brands and what their position on roll-up was, since I'd left to go elsewhere to get as many cigs as I wanted.
