Just bought a rover 214 SLI 16V reg jan. 1999 (so 1998 production).
Great car and faster then one might think.
Seats are firm enough to support you on a long drive, bodywork looks and feels quite sturdy. No serious rust for it's age (some rust below hinges boot lid and a few small marks, removed it). All equipment for a car of the late 90s are on board (including airco for SLI version).
(Power)steering is too light for my linking, but precise enough.
Brakes could be a bit firmer I think. The Rover will brake in time, no probs there, but the Hyundai Lantra I had before stopped dead in it's tracks as soon as I touched the brake pedal, that one felt much more secure.
Two things I am not fond of are; the clutch and gear box. Clutch, because the spring that operates it to come up is really strong, you can't really 'dose' the clutch to gripping point. The gear box is quite noisy, but does it's job as it should.
Mpg seems quite OK for a quick car like this, but can't really judge yet.

Shame that 'good old Rover' is no more. Design of the 214 is still OK after 10 years. (It's successor the Rover 25 is even better looking, but even second hand those are still too expensive for me).

Rover 214 16V, great British car, as long as you maintain it well.
