We booked our Avis rental car as part of a package deal. At Sanford airport I paid for the fuel and received my change. I had signed the documentaion believing it to be the receipt. When I returned home I received a second bill for the fuel. I spoke and e-mailed Avis Customer Services who sent e-mails to their head office. I was informed that the papers I has signed were for the rental agreement and not for the fuel (a lesson learned). Basically they were unable to do anything even though I have a witness. This could be a mistake on their behalf we will never know. I spoke with a travel agent who say's this has happened many times but usually the client has paid on credit card which is proof of payment. The travel company has now started to use Alamo instead of Avis, this must say something of the quality of service.
