General Comments
I was made redundant in march resulting in my iva failing and was told Debt Free Direct would act on my behalf on bankruptcy, but didnt tell me I had to have the sufficient funds in there to do so, and they just fobbed me off by saying that i should have read the agreement properly which i did but theres nothing in there to state how much funds you need or that you need the funds anyway.

I'm sorry to hear that you'v e been made redundant. All debt plans rely upon a regular source of income. Without that they can't work.
Having said that an IVA can be re-negotiated to accommodate changes in circumstances. In the current environment you're far from alone in losing a job. It is now pretty routine to negotiate a payment holiday to an IVA to manage the period until a new job is found. If you want to consider this then please get in touch.
If an IVA has failed then, typically, a supervisor is obliged to distribute whatever money he has to creditors and close the IVA. It would be unusual for a Supervisor to have the discretion to use any funds he folds to pay for Bankruptcy proceedings.
I know that it seems odd that you have to pay to make yourself bankrupt. But it's worth speaking to your local Court. They have the discretion to waive the Court fees in cases of hardship.
