Cheap, but you WILL pay the price.
The worst support I have ever come across.
PHP functionality is severely restricted - no fsockopen - or file_get_contents, and many other functions blocked.
Upgrade from trial user to MOST EXPENSIVE package with NO warning (that's over £80! from the basic £13)
Very poor down time!
Slow page serving.
I would never use, nor recommend streamline to any customers.
Yes, they are cheap, but boy do you know it. To be honest you might as well leave your PC at home on serving web pages.
I signed up as a trial user first, and my website worked well. After the 3 months was up, they automatically upgraded my account and billed me for £80 with absolutely no warning. After the upgrade, my website stopped working as the server I had been moved to did not allow sockets to be opened from PHP (Why they would do this I have no idea!). All attempts to contact support via their ticketing system resulted in what may as well have been stock replies selected from a list. None were useful, and I ended up with an £80 hosting fee for a website that they are responsible for breaking.
Absolutely the worst hosts I have ever used. (I am a LAMP developer, so have used many other hosts).
