Very fast for the money - you get discs all round as standard, the car is pretty lightweight so means it can keep up with some much more powerful cars. My brother owned an MG ZR 160 & it wasn't much slower than that. Cheap to insure & there are plenty of examples to choose from. It's surprisingly economical too - I get 400 miles from a tank (a tank is £30) provided I'm not too heavy on the accelerator. You can still fit a reasonable amount in it with the back seats down.
Handling is OK, but not wonderful. It comes nowhere near my brother's MG. Build quality is a bit suspect - I've had a few panels come loose on the exterior & my air bag went wrong. Some people dislike the pedals being close together, but only a problem for those with big feet. Rear leg space is limited, not for tall passengers.
The Citroen Saxo VTR is enjoyable, fun & cheap to insure.
