Cheap & Useable.
Inconsistant.
£3.99 for 500 you cant expect too much but the Webly Harrier pellets are decent enough. I use them for plinking and informal target shooting up to 15yds. They are quite hard pellets and can easily penetrate tin cans with a 4ft lb pistol at that distance. They are mass produced and have little quality control so you get differences in the diameter of the skirts which affects consistant accuracy but if your after reliable pellets Webleys Lazerpell @ £6.99 are superb. Basically you get what you pay for. I have to score 10/10 for these because they are quite simply the best budget pellets available.
