Rented a car (Sept. 2016) without insurance, checked before the trip, noticed a couple of scratches, took photos, let the keys in the box when I returned from my trip, and... received a 400$+ bill for damages on the car.
Called VISA for a contestation. After 2 months, VISA called me back : the company Firefly didn't accept the contestation and sent photos of the car scratches... the same scratches I noticed (with photos) before my trip. Sent them to VISA as a proof, and still waiting. But VISA told me I will have soon some news.
Conclusion: If you take a car with scratches, and don't take their insurance, be sure you have a chance to be responsible of the scratches.
And how many renters are paying the same scratches ? Hummm
