“Money owing to customers”

Their offer of £10 Tesco voucher for £5 - they have never sent me a voucher or refunded my £5 to me. Their parent company of Moneyexpert.com promised to do something about it several times on the telehone but nothing has happened The telephone number of Moneyexpert.  is not now in service, no doubt due to customers compaints. Why is this company refusing to refund money due to customers and getting away with it?
