“Double charge for rental in Italy”

I recently rented a car in Italy from Auto Europe, which we paid in full before our trip, we paid $660 approximately we were directed to Hertz for the rental. We rented in Rome and were to turn it in in Venice. A few days into our trip we got a flat tie, the car did not have a spare so we had to call Hertz and they told us they were going to send a tow truck, the truck came and they put us in the car and loaded us in to the flat bed inside the car. The gentleman did not speak English and we did not speack Italian so we were not able to communicate, we thought he was taking us to the Hertz office in Arezzo, instead he took us way out 45 minutes to another place which was a repair shop. There they charged us 79 euros and took us to the Hertz office in Arezzo which we had passed on our way to where they took us. We then were told at the Hertz office that they should never had done that but we were not aware of the procedure since we did not speak the language. Hertz gave us another car and we went on our way. When we arrived in Venice to turn in the car at the Hertz office they told us to park the car, not checking to see if the tank was full, if everything was ok and told us we were ok to go there were no additional charges. When we got back to the States we received a bill for $900 which included the towing, the replacement off tire, fuel, taxes etc. We turned in the car with a full tank just as we got it so I don't understand the charges for the fuel. The flat tire was not our fault and the towing was directed by Hertz due to the fact that we did not have a spare tire in the car. I don't understand why we paid double or more for this car. I would never rent a car from Hertz again and don't recommend it. We have rented from Avis many times and as a matter of fact had a flat tire once in Spain and were not charged a cent extra and they replaced the car immediately.
