“poor response on emails re billing outstanding issues”

we need a phone line to speak to a human on billing issues.
There is no ability to attach a screen dump or files to prove this, and the control panel is pretty useless as the support just says contact your ISP provider. Which idiot put this in place?
Does he still work there. come on guys sort this out quickly within one hour as we asked you a few days ago and you said we'd respond in one hour.. NOT GOOD.
