Without a UK postal address for the trader, you would be unable to pursue the matter further as a UK postal address would be needed to start a small claims action through the civil court system.
After performing a WHOIS search on the website address given in your initial email enquiry I have discovered the following information.
As the trader appears to be based in China, enforcing your rights under UK law would require you to take action through the Chinese court system, if such a thing exists. The laws and legislative procedures of other countries is outside the scope of what our service can advise on.

You could try to discuss the matter further with the website as outlined previously but if this does not provide a satisfactory response you would have to consider approaching a suitably qualified lawyer based in China to act on your behalf.
We appreciate that taking such action is not always practical or economically viable; however it is up to each individual to decide how much time, money and effort they wish to spend on pursuing any civil claim.
A more practical approach would be to speak to your debit card issuer. To clarify, you may be able to seek a refund through the card issuer if they have a 'chargeback' scheme. You should submit your claim in writing to the card provider, specifically mentioning the 'chargeback' scheme, and asking that the matter is resolved in a timely manner.
You should be aware that the card issuer would not have any legal obligation to comply with such a request, but some consumers affected by similar events have achieved a successful outcome by approaching their card issuer in the past.
Providing misleading website information is a potential criminal offence under the Consumer Protection from Unfair Trading Regulations. Therefore the information in your email enquiries will be passed through to Enfield Trading Standards for further consideration. Trading Standards will only contact you or this service if they require any further information regarding any enforcement action they deem necessary.
