E Bay has become a complete waste of time for sellers of anything short of a big company. There fees are prohibitively expensive, the feedback system has more flaws than Hitlers plans and they do not support their sellers despite there promise to do so. Enforcing accepting Paypal payments on sellers just further bolsters their profits and as the companies are now jointly owned, they have total control over what you can and can't do.
To be honest it looks like before long they will abolish all private sellers in favour of the bigger companies. My advice would be if you have been truly scammed or not received a payment from a registered user, gather their information on site, ignore the E Bay process and use the courts to pursue the matter. At least you'll get a fair hearing there. They have become far to big to be bothered with the man in the street, and will always favour the buyer, as selling competition is fierce, and no buyer, no sale. Its truly disgusting they have turned their backs on the very people that got them to where they are today.
