I was just back from a holiday in Morocco where I had booked 9 hotels with Booking as they were cheaper than Expedia or other agencies. During Booking prices are shown in your own currency (mine's Euro) and after booking they warn you you'll pay directly to the Hotel in the local currency. Okay. What they don't tell you is that they negotiated with the hotels a standard change rate 10-12% higher than the current tourist change rate. At the end of the day the Booking.com actual tariffs were much higher than their main competitors', but you realise it only at check out time. Not to say they censored my reviews where I complained about that.
