I've rated Creare with one star simply because there was no option to rate no stars - although even that's far more than deserved!
I've worked with many kinds of agencies over the years and pretty much thought we'd seen the whole range of the Good, the Bad and the Unbelievable--until unfortunately we met Creare. Commissioned for the SEO for a new website, the project was halted after a completely wasted spend of £3k which had resulted in a grand number of 5 links. 5 very, very weak links at that. An account manager who hid from communication and knew appallingly little about SEO did nothing to reassure us, indeed the fact she was actually employed in any professional capacity became a source of amazement to us. Unfortunately the team behind her also have no grasp of customer service and rather than redress the issue, tried the "If-You-Can't-Convince-Them-Confuse-Them-Routine" and tried to justify rather than rectify the situation.
We are fairly knowledgeable in SEO (having managed this successfully for another of our sites), to see Creare trying to justify an appalling failure of a campaign really did rub salt in the wounds. Despite a wasted spend of £3k, their approach to rectify this was to continue the campaign aiming at 5 links per month. 5? (Something that has taken us less than an hour's work ourselves).
If you want to work with an account team who are more adept at ignoring rather than handling a campaign; a campaign that bears no relation whatsoever to the promises and a management structure who will simply shrug their shoulders in disinterest and try half heartedly to justify poor performance then these are the guys. One recommendation if you do so - get everything agreed in writing to the absolute detail, exactly what they intend to do in terms of work output with timings, and avoid the nebulous, meaningless blue-sky statements.
