“When a scam is just an offer”

A scam isn't a scam according to the Manager of my local branch if an offer is more expensive than a normal price because it's a 'manufacturing' offer and therefore nothing to do with them. Hardly likely that Tesco would be bullied into an offer they didn't want is it? Then as an indication of the importance of customers to Tesco his final comment was 'it's an offer buy it if you want but otherwise dont'. Says it all really.
