it became necessary to make a claim from Paypal for goods purchased from an ebay trader which arrived previously stripped of major components.

I opened a case with Paypal and was told to return the items. This was agreed.

The seller however had NOT registered their address and Paypal were notified of this at the time of opening the claim.

I left it a couple of days for the seller to update their user information but I then found when trying to log back into paypal that my email and password were rejected and would not log me into the paypal website.

It was no coincidence that this occurrence lasted for the entire duration of the claim so I could neither contact or add anything further in writing to my case.

After the expiry date of the claim, my account and password were unlocked.

Paypal insisted that they sent me emails during this time and that now they themselves had now closed the case and suggested I work things out with the seller.

However, no emails were ever discovered in either outlook or on the notifications of the Paypal website.

I have no doubts whatsoever that their staff have deliberately and consistently lied throughout the case and that this was a deliberate calculated scheme on the part of this company in order to avoid aherring to their own terms of contract.

Paypal knows that being registered in Luxembourg that it is mostly outside of the U.K. banking law, but it is still a bank nevertheless.

It is trading as a bank in the U.K. and it should be investigated as such for this sharp practice.

In light of what has happened I strongly feel other people should be warned of their behavior as there could easily be millions of other customers in the U.K. have experienced the same as myself and paypal are obtaining proffitt illegally from this practice.
