Avoid the travelex cash passport like the plague. Go to a post office and take cash.
Thought it'd be safer to use the card, and the rates looked comparable. Positive - stores did accept it.
Negatives;
Online system wouldn't post the card
Ordering the card triggered fraud alert on my bank account
Couldn't top up online while abroad
Phoning to top up cost almost £5 in call costs, and had an incompetent, rude assistant on the phone - who told me I'd need to visit my COUNCIL to approve the address on their system!
To top it all, when I came back and tried to withdraw what was left over the counter in Euros, I was told to 'go to europe to do that'.
WILL NOT USE AGAIN!!

The reason you were told you need to be in Europe if you want to remove the Euros is because once in the uk we have to currency exchange from euro to £ so you would have your money back, however in £.
Fraud alert from your bank is nothing to do with Travelex as it would have happened wherever you exchange currency, thats why you need to tell your bank first to avoid incidents like this.
The reason for the Council comment, is that for security reasons your address details must be confirmed on the Electoral Register, which your council has control over.
You say go to the post office for cash, well still use travelex for cash as the rates are much higher then your local post office, so if you want to cut your nose off to spite your face and pay more for your currency then you do that.
