Class 7 retest

Took my Mercedes Sprinter for its annual MOT test on 13/10/17 at ATS Horsham branch.
I have been going to this branch for last 7 years & always got on with the staff but this time all the staff had changed
The guy who carried out my MOT was as good as gold & explained the brakes needed a service so we carried out the repair the same day & returned the following morning for a retest which it passed.
I was then informed I had to pay a retest fee of £25 that I had never been charged previously
I then queried it with head office & they were confident I would get a refund but he called me back this morning after speaking to the Area manager & told me the new manager is refusing to refund the retest fee
I have spent a lot of money with this garage & would have continued to do so in the future as my children are about to start driving that will be 5 vehicles in my household!
I phoned 3 local garages who carry out Class 7 MOT's & none of them charge a retest fee within 10 working days.
I won't be going back.
