Had to wait over an hour at Carcassonne to pick up the car. Had booked a full to full policy through Ryanair/Cartrawler. Were told that we could return empty and price would be cheaper than the pumps. Returned it full and were then later charged £53 for missing fuel.

You don't have to spend long on Google to realise that this is clearly not uncommon.

This is systematic. We will be notifying the authorities in the UK and France. We will also raise this with our credit card company and our MEP (while we still have one).

So far Ryanair seem to be in denial that they have a problem

We too, have experienced sharp practice whilst returning a car to Firefly at Carcassonne. They seem to be able to do this because no one can register a complaint at Hertz. Who will not accept responsibility for their subsidiary. Good Luck with your endeavours, we will also be challenging Firefly's additional charges.
