We rented a car that clearly said on the agreement that it would seat 5 people. It was small but that was ok. The 2 of us jumped in the car and headed to our destination, an hour away. When we picked up our 3 friends there, we realized that the car only had 4 seat belts. The fifth person had to sit on a cupholder in the back with no seat belt. When we returned the car we told the person who checked our car in. She said 'that's too bad'. Then when we told the person who issued our receipt, he said "Oh". That's it. No apology, no offer of a discount, nobody who cared one bit!
