“No full refund of fuel”

The company charges you fuel in advance. They promise to fully refund you this charge when you return the car with a full tank. (full to full policy)
What they do not tell you is that they charge you 25.00 to 30.00 Euros extra re-fueling charge, that they wont refund you!
If I return the fully insuranced(no damage to car) and with a full tank of gas, as I received the car why am I charged an extra fee?

This is the second time I rent and it happend twice....I only see this as an "extra fee" to line the pockets of the company. Customer service was good at the Valencia airport location.

I am not a tourist but live locally and need an extra vehicle now and then.

Good morning,
We understand from you comments that you booked the basic package which has the full to empty option (partial refund), so on arrival you were charged the 25€ refueling/ service fee and the full tank of fuel. This option means you don´t have to worry about refueling the car prior to return.
As you chose the full to empty (partial refund) option the refueling fee is charged regardless of how the car is returned, If you prefer to return the car full, then next time you may want to opt for the full to full package which is a different price.
