Not Recommended - Completely let me down

As a special treat we went to USA earlier this month. My big treat for my wife was to drive down Highway 1 from San Francisco to Monterrey in an open top car. Booked a Mustang with Budget situated behind our hotel. We called in the day before to check collection times and confirm details. Although we had booked GPS were told it was not available. The branch manager said she would order it for next day.
Went to collect the car at 7.45 and found that the car had not arrived and was not really likely to arrive despite me booking it two months before.
The girl on the desk was most helpful and made a couple of phone calls without success. We were very disappointed so she suggested we try another car hire company. We didn't want to do this as time was passing and we had a long day ahead of us. No alternative car was offered.
I contacted Budget head office but they were of little help and would not tell me what had gone wrong.
On my return to UK I spoke with customer services in Tulsa. They were sympathetic and eventually agreed to send me some vouchers as compensation.b I received these ok but the small print said " for use in USA and Canada only".
Budget failed us again.
