Arrived in Mauritius and located the Budget car rental desk without effort. The paperwork went well to begin with, but Budget would not honour providing the GPS Navigation system that was to be "included" in the rental by Atlas. They then said they would honour the Atlas "per rental" rate for the GPS that Atlas quoted for rentals where it wasn't included, but said that they wanted in IN CASH and the rate would be charged for each day not once for the entire rental. We did not take the GPS. No one available to speak with anywhere aside from the desk clerk. The vehicle was in terrible physical condition, looking like it had been in many scrapes and we didn't know until the motorway, that we could not drive it above 50 km/hr because of other mechanical problems, tyres and balancing - none of this divulged by Budget at the airport. Two days later, and unable to drive it during this time, the hotel arranged an exchange and the replacement vehicle was good, although also quite cosmetically damaged.

Update from the author of the original post. The customer service I was referring to, was on the side of the Budget rental agency in Mauritius, the company that Atlas recommended as the rental agency of choice by Atlas. The rate Atlas charged would have been good had the vehicle been in even reasonable condition. The overall experience in Mauritius, for the Budget car rental, was quite awful, and I believe that Atlas should be more involved in the quality of the companies they recommend to travellers. Price is one thing, but the car has to work!!
