“not given the car despite valid licence”

we booked a car from 31 may to 2 june online quite a while back. upon arriving at the airport we were not given the car saying that our indian driving licence is not valid here and needs to be accompanied by an international driving permit. According to the site and all other indian nationals who have hired cars in UK, an IDP is not required. We have valid licences in english and have not faced this problem anywhere else. EXTREMELY DISSAPOINTING!!! All our plans are ruined. The people need to be aware of the rules and regulations. This is highly discriminatory. We should atleast then get the money back!!!!!!!
